Statement by Ebrahim Rasool on Allegations against Minister Skwatsha

"I have spoken to Minister Skwatsha on two occasions in the past week. On both occasions he has assured me that he is innocent of any wrong doing. He has also publicly denied any wrong doing.

"There is however a document containing the signature of Minister Skwatsha related to a tender in the city of Cape Town, under a date after Minister Skwatsha resigned and ceded ownership of the company involved.

"This could point either to wrong doing by Minister Skwatsha, or someone else wrongfully used Minister Skwatsha's signature to help win a contract with the City of Cape Town.

"I have rejected calls by the DA and other opposition parties to institute a Commission of Enquiry into Minister Skwatsha and to suspend him from Cabinet. I still believe these steps are not warranted.

"I am greatly encouraged that in both our private discussion and in his public response Minister Skwatsha has said that he would welcome an investigation into this matter and even into his bank accounts.

"Such an investigation can easily be done by the relevant law enforcement agencies so that they can determine speedily how Minister Skwatsha's signature came to be used in tender documents in the City and any other matters pertaining to this.

"I believe this is absolutely critical both to clear Min Skwatsha's name, and to assert the integrity of government in the WC. This is in line with the anxiety expressed by the President in his Budget speech on Wednesday [25 May 2005] that no sphere of Government and no Member of any Executive Council must even be seen to be tolerant of any alleged wrong doing.

"I am therefore not instituting a Commission of Enquiry into Minister Skwatsha, but believe that the law should be allowed to take its course through the law enforcement agencies."
