The Green Paper proposes a theoretical framework for property management and identifies a vision, mission and strategic imperatives. Problems in the existing policy framework are identified. Critical success factors, a process model and policy guidelines are also set out. Three options for institutional arrangements are provided. The Paper suggests how policy formulation and implementation should happen and identifies legislative changes that may be necessary.

This policy document sets out a new approach to liquor licensing for the Western Cape. It aims to create a policy that facilitates commercial enterprise and entrepreneurship and protects the community against any negative consequences arising from the abuse of alcohol. The Green Paper considers the background to alcohol use and misuse in South Africa, how to remove barriers to entry, government functions & relations, the licensing process, licences (types of licence, enforcement, offences etc), a definition of liquor, and education and training.
