The purpose of this Green Paper is to encourage debate and input into a process that is aimed at establishing a policy and strategy framework for the management of settlement in the Western Cape Province. This Framework supports a vision of all people in the Province being settled in conditions that enhance their quality of life, that are environmentally and economically sustainable and that are socially equitable.
