What is the Social Transformation Programme?

The Social Transformation Programme (STP) is rooted in the Ikapa GDS and aligned with social capital notion of community power. It aims to address poverty, social ills and marginalization of the most vulnerable communities in the Western Cape.

As part of the interventions, it seeks for communities to organize themselves in a platform which is representative of the whole community and all sectors in a community. These structures are referred to as Intermediary Structures and are aimed to become the VOICE of the community. In conjunction with all the critical transitions envisioned in the STP, Intermediary structures have the potential to radically transform communities inform and direct government resources in their localities. This will result in services delivery that is more accessible, more relevant and more cost effective.

The STP focuses at the same time on creation of opportunities through Local Economic Development, strengthening of Inter- and intra governmental relations, building partnerships throughout society and showcase through transversal programmes integrated work approaches. The STP will dramatically enhance our Provinces' ability to achieve outcomes of social cohesion, sustainable livelihood, self-reliant communities and create economically competitive places.

"The Social Transformation Programme focuses on the poorest and most marginalized communities in the province. It creates organised platforms of engagement between government and communities by establishing intermediary structures - developing mobilized communities that are able to participate more fully into the crafting of a shared future..." Virginia Petersen, Director General, 2007.
