Social Capital in the Western Cape Province The Western Cape government has a vision of iKapa Elihlumayo as: 'A World Class province which cares for all its people, underpinned by a vibrant, growing and sustainable economy.' In other words, the government wants to see the province become a 'Home for All'. The provincial government has set eight priorities for achieving this vision of a 'Home for All'.
