INTENSIFYING THE RECTIFICATION OF HOUSES

During his budget speech on June 07, 2007, the MEC for Local Government and Housing in the Western Cape, Qubudile Richard Dyantyi committed his department to the rectification of the poorly built houses.

The rectification of houses is a national housing programme that seeks to rectify defects in respect of municipal services and top structural defects. This programme is aimed at houses that were delivered from March 15, 1994 to March 31, 2002. This programme excludes houses that were delivered before March 15, 1994, those that were delivered after March 31 2002 and the increase of size of a subsidized unit.

In the programme for rectification, are 2473 houses that were built by the Cape Town Community Housing Company (CTCHC) in 2000 in nine different villages. These include areas like: Heideveld, Pylon, Railway, Newfields, Luyoloville, Philippi, Woodridge, Mannenberg and Town Centre.

The NHBRC (National Home Builders Registration Council) was approached to conduct the forensic audit of all units in these mentioned areas. Rectification work is to be measured against the NHBRC's technical requirements. The audit commenced on September 20 and officially ended on November 30, 2006.

The engagements with all affected communities and stakeholders have already started in some of the areas. On Sunday September 16, 2007, MEC Dyantyi will meet the leadership and the community of Newfields in Hanover Park regarding this programme.

Also in his budget speech, the MEC indicated the need to close the chapter on all the unresolved housing related matters like the blocked projects, half built houses and those projects affected by corruption elements in the PHP arena.
