Easter Campaign - Report Card

DESCRIPTION:

The Provincial Government's 100 Days Campaign set the first targets for its departments to deliver. The Easter Campaign is the second set of goals to be achieved. In 2004, 28 out of the 29 deposits were delivered.

This Report Card shows what was delivered in the 2005 Easter Campaign to make the Western Cape safer, healthier and more prosperous for all.

a safer home for all

Objective:
Minister Leonard Ramatlakane set out to continue to reduce crime and road deaths by using Bambanani volunteers and police in high risk areas.

Target:
For 2004 / 2005 Festive Season:

  1. Reduce murder, assault, rape and other contact crime by 7%
  2. Reduce road deaths by 5%

Delivered:

  1. Bambanani: 1815 Expanded Public Work programme
  2. An overall decrease of at least 7% in contact crime, notably in Nyanga, Mitchells Plain, Gugulethu and Kuilsriver
  3. 13.3% decrease in road accidents over Easter 2005

Objective:
Minister Skwatsha set out to fight unemployment by providing skills, experience and work opportunities for unemployed people in various labour intensive projects.

Target:

  • To create 16000 Expanded Public Works Programme jobs for the year until April 2005

Objective:

Minister Pierré Uys set out to improve health services in communities and at hospitals.

Target:

  1. Improved care, more staff, shorter queues at a total of 15 clinics / day hospitals by April 2005
  2. Build and open the first HIV / AIDS dedicated clinic

Delivered:

  1. Managers appointed at 9 facilities
  2. 33 doctors, 24 pharmacists and 55 nurses appointed
  3. 15 sites computerized for easy records
  4. Medicine stocks improved
  5. Delft, Khayelitsha Site B, Kraaifontein, Retreat, Hanover Park, Vanguard, Elsies River, Bishop Lavis, Macassar, Heideveld, Gugulethu, Michael Mpongwana, Nolungile, Mitchell's Plain, Crossroads
  6. Clinic opened in Gugulethu on 3 March 2005


a co-operative home for all

Minister Marius Fransman set out to do the following:

Objectives:

  1. Spend full housing budget
  2. Tackle housing backlog
  3. Launch Integrated Sustainable Human Settlements

Target:

  1. Spend entire Housing budget of R446m
  2. Build 12 000 houses by Easter
  3. Provide 17 000 serviced sites
  4. Recruit 300 Community Development Workers

Delivered:

  1. Spent whole R446 million plus R50 million to the N2 Gateway
  2. 12 518 new houses built in Site C and Green Point in Khayelitsha, Mitchells Plain, Nomzamo, Caledon, Grabouw, Oudtshoorn, Saldanah Bay, etc.
  3. 16 965 sites ready for building, awaiting subsidy in Wallacedene, Umfuleni, Prince Albert, Worcester, etc.
  4. 400 recruited, being trained to help communities

Minister Tasneem Essop set out to:

Objective:

  1. Preserve our natural environment through planned usage of space
  2. Make development both sustainable and efficient.

Target:

  1. Draft Provincial Spatial Development Framework
  2. Rivers identified for clean up
  3. Short term jobs created

Delivered:

  1. Draft Provincial Spatial Development Framework released, responses invited
  2. Rivers: Khayelitsha Wetlands, Kuilsriver, Lotus River and Blomvlei Canal
  3. 2 694 jobs ensuring a sustainable environment

Minister Cobus Dowry set out to:

Objective:

  1. Ensure empowerment [BEE] in the agricultural sector through support and land restitution

Target:

  1. Transfer 5000 hectares of land to 500 new farmers
  2. 63 Agricultural Developmental Officers to support new farmers
  3. 40 Learnerships in agriculture

Delivered:

  1. 10 553 hectares of land distributed to 2029 new farmers
  2. 63 employed and based at 30 extension offices
  3. 41 enrolled for training

Minister Lynne Brown set out to:

Objective:

  1. Assist emerging entrepreneurs through BEE with skills, capital and information

Target:

  1. 5 new doors to Real Enterprise Development
  2. Implement R1000 X 1000 entrepreneurs to stimulate micro businesses
  3. Launch rural business programme 'die plek-plan'

Delivered:

  1. Eight new RED Doors opened: Khayelitsha, Mitchells Plain, Atlantis, Hermanus, Beaufort-West, Oudtshoorn, Paarl and Knysna
  2. 1000 x 1000 programme launched 17 March 2005
  3. Die 'plek plan' launched


a learning home for all

Minister Cameron Dugmore set out to:

Objective:

  1. Equip our children for a changing future with new skills

Target:

  1. Start building 7 new schools for 2006
  2. 30 new Grade R classes in poor areas
  3. Provide 80 bursaries for Maths & Science Teachers
  4. Computer labs to be opened at 320 schools

Delivered:

  1. Schoolds under construction: Umfuleni Secondary, Nomzamo Secondary, Blue Downs Secondary, Table View Secondary, Phillippi West Secondary, Wallacedene Primary, Highbury Secondary
  2. 32 Start-up Kits provided mostly in Mitchells Plain, Khayelitsha and Beaufort West, looking after about 1000 children
  3. 81 bursaries awarded to improve math's and science teaching Computer labs to be opened at 320 schools
  4. 322 new school labs. 110 schools left.

Minister Koleka Mqulwana set out to:

Objective:

  1. Improve facilities to care for our children and to develop early skills

Target:

  1. Upgrade 120 Early Childhood Development [ECD] CentresMentoring of 800 Learners

Delivered:

  1. Started upgrade at 138 ECD facilities, already 30% completedOn track, selection phase complete


a harmonious home for all

Minister Zandisile Stali set out to:

Objective:

  1. Encouraging youth to become healthy and active by participating in sport and physical activity

Target:

  1. Revive Schools Sports
  2. Open 5 Sports Facilities
  3. Implementation of the Grass-routes to Glory Western Cape Games

Delivered:

  1. Sports Indaba held in March 2005 - Programme of Action developed
  2. Opened: P.W. De Bruin Primary School in Lamberts Bay; Isalathiso Primary School, Mossel Bay; Murraysburg; Makamsig, van Rhynsdorp; Flenters in Mossel Bay
  3. Games held 31 March-02 April; boy, girl and disabled teams selected to represent the Province in 13 sport codes


The Easter Campaign is intended to clearly show the citizens ofthe Western Cape, that the Provincial Government is committed to andcares greatly about the people of this province.
