The Memorandum of Understanding (MoU) between the University of the Western Cape (UWC) and the Western Cape Department of Social Development (WC Dept SD) is part of the social capital formation of the province. It provides for research to be undertaken to make recommendations to the Provincial Government in terms of an intermediary structure for the Western Cape Province. The research is still in its early stages. This preliminary report provides an overview about the research results.  >
