This draft policy proposal has a number of aims including, to facilitate the licencing of unlicensed traders, to address related land use planning issues, to encourage the involvement of communities in determining the location of licensed liquor outlets, to involve municipalities in the licencing determination process and, most importantly, to reduce the social cost of liquor abuse.  >
